How do you enable internet parental controls on a single account?

How do you enable internet parental controls on a single account?
Right now I'm having some trouble putting internet parental controls on one account. I can put internet parental controls on all of the accounts through on internet explorer 8, but I can't get it so that only one of the user accounts have parental controls while the others dont. How do I do that?
